In 2013, RMI began working in China as a part of a joint research project including the Energy Research Institute of China’s National Development and Reform Commission, Lawrence Berkeley National Labs’ China Energy Group, and Energy Foundation China. The group designed a road map, called Reinventing Fire: China, to promote renewables and reduce energy consumption and carbon emissions in the Chinese economy without compromising economic growth. This roadmap has become the basis for ongoing programmatic activity.

RMI continues to expand its Chinese presence, with our Beijing office serving as the hub for our nation-wide engagements. In 2017, RMI was awarded an overseas NGO certificate by China, and the National Energy Administration is our supervising government agency in China. The Beijing office works on multiple parts of China’s energy transformation including heavy industry decarbonization, power sector reform, low-carbon mobility and freight solutions, low-carbon cities, transforming the building stock, advancing clean production of hydrogen, and establishing the foundation for a circular economy.

Overview

RMI is seeking exceptional manager-level candidates to join its Industry Decarbonization team. Our industry sector program focuses on supporting the zero-carbon transition of China’s industry, especially heavy industry, including convening zero-carbon technologies, exploring market mechanism, and enabling supportive policy environment. This program contains three primary work streams:

1. Develop short, medium and long-term decarbonization strategies and roadmaps for heavy industries, including steel, cement, chemicals and aluminum;

2. Support leading companies to implement carbon neutrality commitments by building supportive policy environment, enabling market players and cultivating value chain;

3. Build a collaborative ecosystem to promote heavy industry decarbonization by supporting early-stage technology innovation, facilitating pilot project deployment and accelerating technology commercialization.

RMI supports these efforts by:

· Providing analysis on forthcoming policies and their impacts, and providing recommendations as useful, based on high-level policies on carbon peaking and carbon

· Modelling demand/production of major industry products, and projections of cost trend of major decarbonization options like green hydrogen, carbon capture and storage, electrification, bioenergy use etc.通过模型分析主要工业产品的供需情况,以及绿氢、碳捕集与封存、电气化、生物质利用等脱碳手段的成本经济性;

· Collaborating closely with stakeholders within the industry to provide solutions and best practices for industry decarbonization与行业企业等相关方密切合作,为各工业部门的零碳转型提供解决方案和最佳实践;

· Building local capacity to design, operate, and supervise low-carbon industry development pilots为地方设计、运行和监管低碳工业试点提供技术支持;

· Developing transition pathways equipped with practical resources and toolkit to operationalize decarbonization commitments提供具有实用价值的资源和工具,以保证脱碳转型过程的顺利实行;

· Convening policymakers, corporations, and research experts to develop the future vision for China’s low-carbon and zero-carbon industry sector与决策者、企业和研究专家研讨交流,探讨中国工业部门低碳化、零碳化的未来愿景;

· Connecting Chinese leaders with international experts and helping contextualize other market experiences in China引入国际专家观点,帮助国际市场的成功经验在中国的本地化应用。

Key Responsibilities, Experience, and Qualifications

关键职责、工作经验及要求

As a manager you will be primarily responsible for 1) leading the research and other work on China’s industry decarbonization, and 2) taking a leading role in representing RMI’s entire industry sector work in high-level external interactions and coordinations with experts and stakeholders. Accordingly, you will work closely with the other team members in the global team and the China team to contribute to project management and technical content development across all workstreams.

Your strong relationship management skills and executive presence will be valuable to represent and successfully deliver the work developed by the project team to effectively inform and influence national and provincial-level decisions. A strong working knowledge of industry decarbonization policies, market status, and value chain dynamics is essential. Likewise, an ability to scope and execute high-quality research deliverables on-time and at budget is required. Professional project management experience is preferred but not required.

As a manager you will have the following key responsibilities:

· Actively maintain relationships with key stakeholders and partners

· Coordinate multi-party collaborations and project progress, providing inputs and comments to research work

· Guide the development of insight briefs, research projects, white papers, government coauthored thought-papers, and presentation materials for various engagements

· Manage a team of 2-3 staff, and coordinate with other managers across the Industry Sector and China teams

Minimum Qualifications:

· Graduate degree or higher, or undergraduate degree and 2-4 years of additional relevant experience
